Haile Selassie is Christ, so why he say that we should not look to wealth in his first advent, but yet in his return he made a speech about making spiritual and material progress, why the change?

There is no change.

Christ told people to not put their heart on their riches, but put their heart with Jah.

Things never changed. People had to work to survive than, and they have to work to survive now. Selassie I showed people to use their skills for the betterment of their nation, not for their own personal gain.
