Tibetan Buddhist Universal Sign of Peace

I was looking at this picture book of the Dalai Lama, and in it is a picture of him with some other high ranking lamas at a consecration of a Buddhist shrine. In the line up of lamas there is one that is looking directly at the camera and has his hands in the universal sign of peace (upside down triangle) that HIM also gave in certain pictures.
