Cause Israel inherited the Amorite land just before the Jordan, this meant that all towns they came to on their path were in the realm of the promised land, even if they were not of the seven peoples mentioned of the seven cities and countries of inheritence, they lay in the country itself, they would either be servants unto the new masters or be wiped out and looted.

Benjamin commited a crime. Night till morning some men raped a concubine of an man of Ephraim (one of the Israelite peoples) and dealt with her cruelly to death.
The crime was reported all over the land, and it was agreed that nothing like this had ever happened ever since Israel came out of Egypt. Israel sent to Benjamin to give up the men who did the evil, but it appeared they were confederate in this crime. They all marched out in war formation against the rest of Israel, their brethren, who were gathered waiting for the scoundrels to be handed over and judged as the Law required, so evil would be banished off the land of Israel.

Israel new this, and they mourned that a tribe should die out, cause no the survivors had no women of their own tribe to bear them children and all Israel had sworn by JAHOVIA not to give their daughters to Benjamin due to the evil act of their men. They also swore to reduce to nothing all tribes or clans which rejected the gathering before JAHOVIA.

They called a gathering to decide what could be done to provide women for the survivors of Benjamin and it was found out that the people of Jabesh renounced the gathering before JAHOVIA. They were put to the sword and four hundred virgins of Jabesh were given to Benjamin, who had returned home, but they sufficed them not.

It was therefore decided that the remaining single men of Benjamin should kidnap daughters of Israel when they went out to dance at Shiloh during the annual festival of JAHOVIA and should their fathers and or brothers bring forth complains all Israel would tell them, "Let them have them, for we did not leave any woman alive for them in the battle of Gibeon and we swore not to hand over our daughters to them due to their crime." All these decisions were made by the elders of Israel and the nazirite warriors who fought in the holy war, and were the men who stood in battle.

So the unmarried men of Benjamin concealed themselves in the vineyards and caught as many girls as were men without inheritance and took them and kept them. The girls' relations' complaints were hushed by the leading men as agreed. The Benjaminites then wived the daughters; they did not rape them, for it was a formal arrangement between the leading men, Benjamin, and the parents and brethren of the daughters who were carried away, overseen by JAH. Everyone, including the daughers knew about it from the planning to the actions. It was no secret. The girls went to the dance with full knowledge that they would be swept off their feet and carried away.

This council of priests and elders and warriors was respected, and all their decisions revered.
Note that when Moses returned to Egypt after his stay with a Priest of GOD in the desert of Midian, he was filled with dread and the power of the holy trinity and the fear of GOD, and all peoples were in awe of him. He inspired old and young men of Israel who feared GOD, and after the law was given to them, many of them took oaths and vows and pledged themselves to JAHOVIA, in the manner of Moses. One of these was Joshua, who was the closest to Moses. Joshua as a youth admired Moses and followed him and his GOD, JAHOVIA. However Moses took no vow, He was called and separated by the Almighty himself.

Remember Moses was raised in the royal palaces of Egypt and never dwelt among his people until he returned from Midian and lived among his kin and inspired youths and few men.
